2025 China–Indonesia/Laos S&T Exchange
I. Program Overview
In July 2025, the Ministry of Science and Technology (MOST) of the People’s Republic of China launched the Third Round of Personnel Exchange Projects under the Inter-Governmental International Science and Technology Innovation Cooperation Program, as part of the National Key R&D Program.
This round includes two directions open to international participation:
China–Indonesia Young Researchers Exchange Program
China–Laos Young Researchers Exchange Program
Both programs are designed to support researchers from Indonesia and Laos to conduct short-term academic visits and collaborative research in China. The initiative aims to promote long-term partnerships, enhance mutual trust between institutions, and nurture a new generation of global scientific talent.
II. Eligibility of International Applicants
A. For Indonesian Researchers
Candidates MUST:
Be citizens of the Republic of Indonesia;
Hold a doctoral degree or have at least five years of scientific research experience;
Be employed at a scientific or policy research institution in Indonesia;
Be under the age of 45 (born on or after January 1, 1980);
Have good command of English or Chinese for academic exchange;
Not be participating in other China-funded exchange programs (e.g., TYSP, PIFI);
Commit to complying with Chinese laws and local customs during their stay.
B. For Lao Researchers
Candidates must:
Be citizens of the Lao People’s Democratic Republic;
Hold a doctoral degree or have at least five years of scientific research experience;
Be employed in a scientific or policy research role in Laos;
Be under the age of 45 (born on or after January 1, 1980);
Be physically healthy and able to conduct research activities in China;
Have strong communication skills in English or Chinese;
Not be recipients of other concurrent China-funded exchange or scholarship programs.
III. Funding and Support
- Funding covers international travel, living expenses, housing, and mandatory medical and personal accident insurance in China.
- The full amount is transferred by MOST to the Chinese host institution and disbursed monthly to the international researcher.
- No indirect costs are allowed; funds must be used exclusively for international collaboration and exchange expenses.
- Budgeting is handled under a lump-sum system, and no detailed budget needs to be submitted in advance.
A. China-Indonesia
- Monthly Grant (Pre-tax, CNY) : 12,000 RMB / month
- Duration 3 / 6 / 12 months
- Max Funding (CNY) : Up to 144,000 RMB
B. China-Laos
- Monthly Grant (Pre-tax, CNY) : 20,000 RMB / month
- Duration 3 / 6 / 12 months
- Max Funding (CNY) : Up to 240,000 RMB
IV. Research Alignment with Shimmer Center
Applicant Institution: Tianfu Jiangxi Laboratory
Hosting Platform: Shimmer Center, Tianfu Jiangxi Laboratory (Chengdu, China)
The research themes of both the China–Indonesia and China–Laos Young Researchers Exchange Programs closely align with the core scientific strengths and strategic directions of the Shimmer Center, Tianfu Jiangxi Laboratory.
China–Indonesia Program supported Fields : Biodiversity, Biology, Medicine, Aerospace Technology, Remote Sensing
China–Laos Program supported Fields : Smart Agriculture, Public Health, Artificial Intelligence, Information and Communication, Renewable Energy
Shimmer Center focuses on the following key research areas:
- Optoelectronic materials and devices
- Design and fabrication of semiconductor quantum dots for energy and photonics
- Mid-short wave infrared imaging and focal plane detector modules
- Single-molecule fluorescence systems for tumor visualization
- Flexible optoelectronic sensors
- Plasmon-enhanced signal detection
- Photonic nuclear medicine and information intelligence systems
- Cross-disciplinary integration of photonics, microwave technologies, and artificial intelligence

Curriculum Vitae (including research experience and publications)
Highest degree certificate
Official employment certificate from your current institution
Once the above documents are received and reviewed, the following items will be prepared or collected before August 29th, 2025:
Passport information page (scan of personal information page)
Proof of language ability (English or Chinese; optional but recommended)
Formal invitation letter (to be issued by Tianfu Jiangxi Laboratory)
Cooperation agreement (signed between home institution and Tianfu Jiangxi Laboratory)

VII. Project Execution & Responsibilities
The project must be completed within the official implementation period (12 or 18 months, depending on visit length).
Delays are not permitted; exceptions must follow formal cancellation and refund procedures.
A final report and financial reconciliation are required upon completion.
The host institution is responsible for daily coordination, onboarding, and reporting.
All participants must observe relevant Chinese laws, scientific ethics, and institutional rules.
